Democratic Senators Joe Manchin and Jon Tester joined republicans in voting against it andNebraska Senator Pete Ricketts co-sponsored the resolution. He said in a statement today, quote, this plan unfairly and illegally shifts the burden of unpaid debts to those who chose not to attend college or who worked hard to pay off their own loans.
